Health care reform was passed and signed into law by President Obama on March 23, 2010. Promulgation of rules and regulations began immediately with the first wave of rules taking effect October 1, 2010. Health care reform will continue to take shape with the next important date being January 1, 2014, when systemic changes to health care will take place. October 23, 2010 - Major provisions of ACA become active. Provisions include:
preventative care benefits covered at 100% by the insurance carriers with no deductible applied
guaranteed issue for children coverage, coverage
limitations such as lifetime maximum benefits and annual maximum benefits removed
MLR dictates that 80% of individual coverage premium and 85% of group coverage premium be spent of medical care
dependents can remain on parents', policies until age 26
preexisting condition insurance pool (PCIP) launched by the federal government
July 9, 2012 - Governor Perry announces that Texas will not establish a state sponsored health insurance exchange. Texas will rely on the federal government to implement the exchange in Texas.
August 2012 - Rebates resulting from MLR calculations are mailed to policyholders.
October 1, 2012 - Carriers are required to adopt standardized summary of benefit documents for communications to policyholders.
October 2013 - Plans to be available in the exchange and outside of the exchange will be available to quote for a January 1, 2014 effective date.
January 1, 2014 - Texas consumers will have four plan options in the individual and family markets, whether the coverage is purchased within the exchange or outside the exchange. The four plans will be designated platinum, gold, silver and bronze. There will be a lower priced plan targeting young adults.
